Swalwell says we have good reason to fear more interference at the ballot

As a member of the House Intelligence Committee, Rep. Eric Swalwell, D-Dublin, sees a lot of intel few others do. And he’s very frustrated that the United States has done little to protect its election system from another attack by Russia, another foreign country or even a lone wolf.

“By what we have done so far — which is almost nothing — we are inviting the Russians to attack us again,” Swalwell said during a talk this week with The Chronicle’s editorial board.

“We are telling them, ‘We will do nothing.’ We will conduct no ‘lessons learned’ campaign. We will give no attribution to who was responsible and will put no reforms in place to make the ballot box safer. By doing that, I’m afraid we will invite another attack,” Swalwell said.

And if Democrats win the House this year — and capture control of the Intelligence Committee — Swalwell said, “We will be responsible for finally investigating what happened in 2016, but also investigating what will likely happen in 2018.”

Speaking of the midterms, Swalwell believes Democrats can win all of the seven GOP-held California congressional districts where Hillary Clinton out-polled President Trump in 2016 that his party has targeted.

“I think it can be higher than seven,” Swalwell said, noting he’s going to return soon to the district of GOP Rep. Tom McClintock, R-Elk Grove (Sacramento County). McClintock’s district wasn’t originally on the Democrat target list. “People are awakened and they’re going to hold representatives accountable.

“So,” Swalwell said, “I guess I’m taking the ‘over’ on (seven).”
